What is the difference between GB and GiB?

A GB is 1,000,000,000 bytes; a GiB is 1,073,741,824. The gap is about 7%.

Why does my drive look smaller than advertised?

Because it is sold in decimal GB and displayed in binary GiB — a 1 TB drive really holds a trillion bytes, which is 931 GiB.

Which is correct?

Both. They are different units, and the IEC defined KiB, MiB and GiB in 1998 precisely to end the ambiguity.

Does RAM use the same convention?

No — memory is genuinely sold in binary units, so 16 GB of RAM is 16 GiB.
