Relative frequency is each count divided by the total. It turns raw counts into a distribution, which is what makes two samples of different sizes comparable.
The cumulative relative frequency — the running share — is the empirical distribution function, and it is how you read off "what proportion is below this category?".
Formula: relative frequency = count / total

What is relative frequency?
A count expressed as a share of the total — the empirical version of a probability.
Why convert counts to shares?
Because raw counts from samples of different sizes cannot be compared. Shares can.
What is cumulative relative frequency?
The running share up to and including each category — the empirical distribution function.
Is relative frequency the same as probability?
It is an estimate of one. With enough observations it converges on the true probability, which is the law of large numbers.
Should the categories be ordered?
For cumulative frequency, yes — it only means something when the categories have an order.
